Some people paint the wheels like this after purchase. There are also stickers for wheels which look like that. I think that there are only few wheels which come like this straight from manufaction.

Foliatec offers colored circles for sticking on the rims…
At foliatec.com you can find them. There is the possibility to design them in a configurator.
